This paper clarifies why editors of academic journals should share with their referees the information about the number of referees they consult and the decision rule they apply. Our analysis also rationalizes the common questionable phenomenon of editors who seem to distort the yes or no recommendations of their referees. The editors request a recommendation of whether to accept or reject the paper as well as an assessment of the paper. Modest difference in individual decisional skills may warrant substantial inequality in power. This claim has been illustrated in Ben Yashar and Nitzan (Economics Letters 174:93–95, 2019), applying the symmetric uncertain dichotomous choice setting and focusing on the skill-dependent (s-d) power of the decision-makers under the optimal decision rule. The same claim is valid when one focuses on the relationship between skill heterogeneity and the distribution of the second type of power, viz., the group members' marginal contribution (mc). This has (...) been shown in Ben Yashar et al. (Journal of Theoretical Politics 33(2):225–235, 2021), where mc has been formally related to s-d power. A preliminary study of the relationship between inequality of the distributions of the two measures has also been presented. The current paper considerably expands this investigation by applying simulations and sheds light on the reason for the increased inequality of the two types of power. Since reward (in terms of status, payment or both) depends on s-d power and mc, inequality of the distribution of rewards depends on the inequality of the two types of power. Comparison of the two types of power inequality is therefore interesting if one wishes to shed light on the role of the two types of power on reward inequality. In particular, the results of the comparison may clarify the effectiveness of the incentives to invest in skills, dependent on the prevailing norms and the institutional characteristics that determine the relationship between rewards and the two types of power. For this reason, the current study focuses on the comparison between inequality of s-d power and marginal contributions showing that, in small (large) groups, on average, the latter is more (less) unequal than the former and both are more unequal than the optimal weights of the decision-makers and much more unequal than their skills. The robustness of these findings is shown by applying alternative symmetric probability distribution functions. Another novel task undertaken in the current study is the sensitivity analysis of inequality of the power measures with respect to changes in the size of the group and the skills of the group members. Abstract This work is about the viability domain corresponding to a model of fisheries management. The dynamic is subject of two constraints. The biological constraint ensures the stock perennity where as the economic one ensures a minimum income for the fleets. Using the mathematical concept of viability kernel, we find out a viability domain which simultaneously enables the fleets to exploit the resource, to ensure a minimum income and stock perennity. Committee decision making is examined in this study focusing on the role assigned to the committee members. In particular, we are concerned about the comparison between committee performance under specialization and non-specialization of the decision makers. Specialization (in the context of project or public policy selection) means that the decision of each committee member is based on a narrow area, which typically results in the acquirement and use of relatively high expertise in that area. When the committee members’ expertise is (...) already determined, specialization only means that the decision of each committee member is based solely on his/her relatively high expertise area. This form of specialization is potentially inferior relative to non-specialization under which the decision of each committee member is based on different areas, not just his/her relatively high expertise area. Given that the expertise of the committee members is already determined but unknown, our analysis focuses on non-specializing individuals whose decision is based on a decision rule that does not require information on the decision-making skills. Under these realistic assumptions, non-specialization is shown to be preferable over specialization, depending on the aggregation rule applied by the committee. The significance of our approach is not limited to the specific results that we obtain. Rather, it should be viewed as a first step toward a deeper examination of the role of individual decision makers in enhancing the performance of collective decision making. (shrink)

Contemporary politics is faced, on the one hand, with political stagnation and lack of a progressive vision on the side of formal, institutional politics, and, on the other, with various social movements that venture to challenge modern understandings of representation, participation,and democracy. Interestingly, both institutional and anti-institutional sides of this antagonism tend to accuse each other of "nihilism", namely, of mere oppositional destructiveness and failure to offer a constructive, positive alternative to the status quo. Nihilism seems, then, all engulfing. In (...) order to better understand this political situation and ourselves within it,The Politics of Nihilism proposes a thorough theoretical examination of the concept of nihilism and its historical development followed by critical studies of Israeli politics and culture. The authors show that, rather than a mark of mutual opposition and despair, nihilism is a fruitful category for tracing and exploring the limits of political critique, rendering them less rigid and opening up a space of potentiality for thought, action, and creation. The current note clarifies why, in committees, the prior probability of a correct collective choice might be of particular significance and possibly should sometimes even be the sole appropriate basis for making the collective decision. In particular, we present sufficient conditions for the superiority of a rule based solely on the prior relative to the simple majority rule, even when the decisional skills of the committee members are assumed to be homogeneous.

We study the viability domains of bio-economic constraints for fishing model of hermaphrodite population, displaying three stages, juvenile, female and male. The dynamic of this model is subject to two constraints: an ecological constraint ensuring the stock perennity, and an economic constraint ensuring a minimum revenue for fishermen. Using viability kernel, we find out a viability domain which simultaneously guarantees a minimum stock level and a minimum income for fleets.

This paper looks at citizen‐facing e‐government. It considers how the non‐discretionary nature of the citizen’s relationship with government makes citizen‐facing e‐government different from business‐consumer e‐commerce. Combined with the moral basis of the state, the paper argues that there is an obligation for the state to set an example, which should affect the design of citizen‐facing e‐government, with design‐for‐all being an appropriate philosophy. Other consequences should include a preference for open standards and a wariness of unintentional endorsement of commercial products. E‐government (...) should also offer a good level of data protection and security, and has a role in educating citizens in matters of computer security. Advantages and disadvantages that may come from e‐government adoption are considered, including a number of ways in which cost savings and increases in convenience may be achieved. There are brief discussions of questions of distribution of the benefits of e‐government adoption and of the relationship of e‐government to e‐democracy. (shrink)

This book examines the unique views of philosopher Jacob Sigismund Beck, a student of Immanuel Kant who devoted himself to an exploration of his teacher's doctrine and to showing that Kant's transcendental idealism is, contra to the common view, both internally consistent and is not a form of subjective idealism. In his attempt to explain away certain apparent contradictions found in Kant's system, Beck put forward a new reading of Kant's critical theory, a view, which came to be known as (...) the Standpunctslehre, the Doctrine of the Standpoint. Author Lior Nitzan reconstructs, step by step, the historical development of Beck's doctrine. He shows how Beck's unique view is drastically different from that of his contemporaries and presents the relevance of Beck to contemporary debates about the proper interpretation of Kant's notion of objectivity, the refutation of idealism and the role of the thing in itself in Kant's transcendental idealism. In doing so, Nitzan presents a defense of Beck's radical perspective of Kant's theory and claims that some of Kant's negative responses to it may in fact be due more to the adversary academic environment at the time than to Kant's true, well considered, opinion. Jacob Sigismund Beck's Standpunctslehre challenges the two dominant schools in the interpretation of Kant's transcendental idealism-the "two world" and the "two aspect" view. It presents a new way of understanding Kant's transcendental idealism, according to which the thing in itself plays no positive role in relation to the possibility of experience. Moreover, it claims that eliminating the thing in itself as the ultimate object of knowledge is not to admit idealism but in fact is the only way to consistently uphold realism. In addition, the book also addresses the question why, assuming that the proposed interpretation is correct, Kant had chosen not to make his true intentions clear. (shrink)

Kit Fine and Gideon Rosen propose to define constitutive essence in terms of ground-theoretic notions and some form of consequential essence. But we think that the Fine–Rosen proposal is a mistake. On the Fine–Rosen proposal, constitutive essence ends up including properties that, on the central notion of essence (what Fine calls ‘the notion of essence which is of central importance to the metaphysics of identity’), are necessary but not essential. This is because consequential essence is (roughly) closed under logical consequence, (...) and the ability of logical consequence to add properties to an object’s consequential essence outstrips the ability of ground-theoretic notions, as used in the Fine–Rosen proposal, to take those properties out. The necessary-but-not-essential properties that, on the Fine–Rosen proposal, end up in constitutive essence include the sorts of necessary-but-not-essential properties that, others have noted, end up in consequential essence. _Foucault’s Law_ is the first book in almost fifteen years to address the question of Foucault’s position on law. Many readings of Foucault’s conception of law start from the proposition that he failed to consider the role of law in modernity, or indeed that he deliberately marginalized it. In canvassing a wealth of primary and secondary sources, Ben Golder and Peter Fitzpatrick rebut this argument. They argue that rather than marginalize law, Foucault develops a much more radical, nuanced and coherent (...) theory of law than his critics have acknowledged. For Golder and Fitzpatrick, Foucault’s law is not the contained creature of conventional accounts, but is uncontainable and illimitable. In their radical re-reading of Foucault, they show how Foucault outlines a concept of law which is not tied to any given form or subordinated to a particular source of power, but is critically oriented towards alterity, new possibilities and different ways of being. _Foucault’s Law_ is an important and original contribution to the ongoing debate on Foucault and law, engaging not only with Foucault’s diverse writings on law and legal theory, but also with the extensive interpretive literature on the topic. It will thus be of interest to students and scholars working in the fields of law and social theory, legal theory and law and philosophy, as well as to students of Foucault’s work generally. In 1918–1919 Walter G. Cady was the first to recognize the significant electrical consequences of the fact that piezoelectric crystals resonate at very sharp, precise and stable frequencies. Cady was also the first to suggest the employment of these properties, first as frequency standards and then to control frequencies of electric circuits—an essential component in electronic technology. Cady’s discovery originated in the course of research on piezoelectric ultrasonic devices for submarine detection (sonar) during World War I. However, for the discovery (...) Cady had to change his research programme to crystal resonance. This change followed Cady’s experimental findings and the scientific curiosity that they raised, and was helped by the termination of the war. Cady’s transition was also a move from “applied” research, aimed at improving a specific technology, to “pure” research lacking a clear practical aim. This article examines how Cady reached the discovery and his early ideas for its use. It shows that the discovery was not an instantaneous but a gradual achievement. It further suggests that disinterested “scientific” research (rather than “engineering” research) was needed in this process, while research aimed at design was required for the subsequent development of technological devices. Abstractabstract:This article argues for an interpretation of doctrine 7 of universal faith in Spinoza's Theological-Political Treatise—that God pardons the sins of those who repent—that renders it true in the terms set by Spinoza's Ethics. Though categorized in the Ethics as a vice, repentance nevertheless has a positive political function as the lesser of two evils, supplanting the greater evils of unrepentant pride and shamelessness. The philosopher can understand God's pardon as the natural advantage conferred by repentance itself insofar as it (...) supplants those greater evils. This pardon arises through the laws of Nature (God's mercy and grace), which are equally responsible for that very repentance. The philosophical truth of the doctrines of universal faith ensures that freedom of philosophizing can be granted without harm to the peace or piety of the Republic and cannot be denied without destroying the same. In this paper I take issue with Allison's ‘two aspect’ view of Kant's transcendental distinction between appearances and things-in-themselves. Unlike those of Allison's critics, who criticize him, and by implication Kant, based on some form of the ‘two world’ view, I argue that, even Allison's methodological, more moderate interpretation, nevertheless includes an excessive commitment to the role of things-in-themselves in Kant's theoretical philosophy, a commitment which is both unnecessary and incompatible with Kant's text. I offer an alternative interpretation which, in (...) my view, is at once more accurate, and more defensible against the familiar claim that Kant's philosophy is either incompatible with itself or it inevitably leads to idealism. Using Schelling's philosophy, Ben Woodard examines how an expanded form of naturalism changes how we conceive of the division between thought and world, mathematics and motion, sense and dynamics, experiment and materiality, as well as speculation and pragmatism. Nature, in Schelling's eyes, is not the great outdoors or some authentic pastoral realm, but the various powers, processes and tendencies which run through biology, chemistry, physics and the very possibility of thought itself.

Summary Between 1911 and 1914, Owen Richardson formulated a theory of photoelectricity based on thermodynamics and statistical reasoning. Although this theory succeeded in accounting for most of the relevant phenomena and despite the lack of competing causal or descriptive accounts of the phenomena, it failed to attract other physicists. This paper seeks the reasons for the neglect of this theory in contemporary cultures of photoelectric research. Four main causes of neglect are identified: the relatively high number and the nature of (...) the theory's assumptions, the contradiction of one of these assumptions with contemporary views, the failure to suggest new predictions or to account for hitherto unexplained regularities, and the view shared by many scientists that the problem of electromagnetic radiation required a radical solution that a descriptive theory could not provide. The expectation for a radical solution defines the revolutionary character of a research field. In the case of photoelectricity, it originated in a web of evidence to which other fields contributed. The very possibility of Richardson's theory shows that, taken separately, this phenomenon could receive an account which, unlike Einstein's light quantum, did not require deep changes in the conception of nature. Objectives To conduct an independent evaluation of the first phase of the Health Foundation’s Safer Patients Initiative (SPI), and to identify the net additional effect of SPI and any differences in changes in participating and non-participating NHS hospitals. Design Mixed method evaluation involving five substudies, before and after design. Setting NHS hospitals in the United Kingdom. Participants Four hospitals (one in each country in the UK) participating in the first phase of the SPI (SPI1); 18 control hospitals. Intervention The SPI1 (...) was a compound (multi-component) organisational intervention delivered over 18 months that focused on improving the reliability of specific frontline care processes in designated clinical specialties and promoting organisational and cultural change. Results Senior staff members were knowledgeable and enthusiastic about SPI1. There was a small (0.08 points on a 5 point scale) but significant (P<0.01) effect in favour of the SPI1 hospitals in one of 11 dimensions of the staff questionnaire (organisational climate). Qualitative evidence showed only modest penetration of SPI1 at medical ward level. Although SPI1 was designed to engage staff from the bottom up, it did not usually feel like this to those working on the wards, and questions about legitimacy of some aspects of SPI1 were raised. Of the five components to identify patients at risk of deterioration—monitoring of vital signs (14 items); routine tests (three items); evidence based standards specific to certain diseases (three items); prescribing errors (multiple items from the British National Formulary); and medical history taking (11 items)—there was little net difference between control and SPI1 hospitals, except in relation to quality of monitoring of acute medical patients, which improved on average over time across all hospitals. Recording of respiratory rate increased to a greater degree in SPI1 than in control hospitals; in the second six hours after admission recording increased from 40% (93) to 69% (165) in control hospitals and from 37% (141) to 78% (296) in SPI1 hospitals (odds ratio for “difference in difference” 2.1, 99% confidence interval 1.0 to 4.3; P=0.008). Use of a formal scoring system for patients with pneumonia also increased over time (from 2% (102) to 23% (111) in control hospitals and from 2% (170) to 9% (189) in SPI1 hospitals), which favoured controls and was not significant (0.3, 0.02 to 3.4; P=0.173). There were no improvements in the proportion of prescription errors and no effects that could be attributed to SPI1 in non-targeted generic areas (such as enhanced safety culture). On some measures, the lack of effect could be because compliance was already high at baseline (such as use of steroids in over 85% of cases where indicated), but even when there was more room for improvement (such as in quality of medical history taking), there was no significant additional net effect of SPI1. There were no changes over time or between control and SPI1 hospitals in errors or rates of adverse events in patients in medical wards. Mortality increased from 11% (27) to 16% (39) among controls and decreased from 17% (63) to 13% (49) among SPI1 hospitals, but the risk adjusted difference was not significant (0.5, 0.2 to 1.4; P=0.085). Poor care was a contributing factor in four of the 178 deaths identified by review of case notes. The survey of patients showed no significant differences apart from an increase in perception of cleanliness in favour of SPI1 hospitals. Conclusions The introduction of SPI1 was associated with improvements in one of the types of clinical process studied (monitoring of vital signs) and one measure of staff perceptions of organisational climate. There was no additional effect of SPI1 on other targeted issues nor on other measures of generic organisational strengthening. (shrink)

Consequentialists typically think that the moral quality of one's conduct depends on the difference one makes. But consequentialists may also think that even if one is not making a difference, the moral quality of one's conduct can still be affected by whether one is participating in an endeavour that does make a difference. Derek Parfit discusses this issue – the moral significance of what I call ‘participation’ – in the chapter of Reasons and Persons that he devotes to what he (...) calls ‘moral mathematics’. In my paper, I expose an inconsistency in Parfit's discussion of moral mathematics by showing how it gives conflicting answers to the question of whether participation matters. I conclude by showing how an appreciation of Parfit's error sheds some light on consequentialist thought generally, and on the debate between act- and rule-consequentialists specifically. (shrink)
